That seems weird, the US has more soldiers than China if you count reserves and more than Russia no matter how you count. Is this talking about simultaneous wars with both?

Maybe they're talking in terms of a hypothetical scenario where both countries are employing conscription, or maybe they're taking into account that America soldiers are spread around the world whereas Chinese or Russian soldiers would be able to concentrate on just us.
