It makes me wonder, what were these weapon systems that Russia had outlined limits on? I mean, I can imagine what those systems might be. When she frames this as "precise kinds of weapons systems" with no elaboration, but then says, "Such that Ukraine would basically be neutered as a military force.", it seems to imply weapon systems that act as a fairly strong deterrent, otherwise why would they care?

It's so funny watching the smug little smile creep over her face as she tells this story, too. It's the kind of smile that, in this context, expresses "we were too clever for their dirty tricks", as if this request is unusual or even unprecedented. [sarcastic] Those tricky Russians are up to no good, and you can tell! These conditions within the agreement are clear evidence of their desire to totally subjugate Ukraine through might. [smug] But we saw right through their subterfuge.

I wonder why it was in 1994 that both Russia and the USA were so highly concerned with the existence of Ukraine's fleet of intercontinental nuclear missiles and nuclear armed bombers. Surly, it had something to do with each interested party fearing the other's influence over Ukraine and, eventually, it's weapons. A collaborative effort by both parties to ensure that Ukraine would basically be neutered as a military force. A move hailed as “a hopeful and historic breakthrough that enhances the security of all three participants.” and "a substantial step forward for the U.S. policy of curbing nuclear proliferation."
