The way I see it, they are already a couple (likely boyfriend and girlfriend), but he just gets easily embarrassed and flustered. It's honestly something I can relate to. Someone I like could probably get the same reaction out of me, and I wouldn't mind.
Some guys are completely oblivious and some girls won't be this direct for a long time.
I'll never forget a text I got from a friend "this girl keeps putting her head on my arm. Do you think she likes me?"
