From the wiki, at the time “mayhem” was:

The felony of mayhem, punishable by up to 14 years in prison, was defined by Section 204 of the criminal code: "Every person who unlawfully and maliciously deprives a human being of a member of his body or renders it useless, or cuts or disables the tongue, nose, ear or lip, is guilty of mayhem."

I would argue that people aged less rapidly back then. Her hair is old lady hair, but her face is young lady face (if that young lady was not wearing any make up). But since very old ladies of this time period looked just about the same as this, she looks like an old lady of this time.
