Back in my day, Orcs were only brutal monsters to be slain without remorse. If you wanted to be a green meanie you played a half-orc and you liked it and you didnt question the parental implications of your character!

That's were half orcs come from, yes.
In 5e it's explained as sometimes Orc camps make alliances with human settlements.
In older editions the explanations were a bit more concerning, and rhymed with grape.
That would be the origin of half-orcs in most settings, yes
