How do you make so many accounts without it having to ask for a phone number? I sometimes try to create accounts just to signup to things I know will send spam; but Gmail asks for a phone number and I give up because what's the point if I have to give Google my number

Create your account more slowly to avoid a phone number request, Google thinks you’re just ancient. As always, avoid poisoning your IP by changing it after every new account. I’ve successfully used and discarded like 40 google accounts.

Is this in their TOS somewhere? I am 99.99% this isn’t enforced and there are many professional and private reasons to have multiple accounts.

Edit: I guess if you actively try to cheat the system by exploiting multiple accounts. But i thought the post was a possibly fake funny and not a suggestion/endorsment.

sounds like bullshit, if the manager wasn't being asked personally about "the missing nice waiter" even once, she most likely wouldn't be taking all that much stock in a couple yelp reviews, and when was the last time you heard about a waiter "getting a raise", lol
