A very interesting part of this to me is the framing of war/invasions as "conflicts prosecuted by democracies".
If I was presented this quote in isolation, I would assume he's saying 'democracies are prosecuting people in conflicts for war crimes', - BUT HE'S NOT.
He's calling the act of war/invasion itself a 'prosecution' - hammering home the point that the West is the rightful world police - the judge, the jury, and the executioner. Imperialism happens because (insert country) is guilty.

My predictions for the coming years of covert foreign policy, in no particular order:

Disrupting China's belt road initiative. This is the most obvious one. Chinas also got a train to Iran, going through Kyrgistan and Uzbekistan - so watch out for anti Chinese colour revolutions over there. Continue watching out for Afghanistan, on Chinese Ughyurstan's border - the U.S would have liked for the Taliban to be more hostile to China right now but China are doing as they always do - a hands off approach with lots of trade benefits.

Sahel states. Mark my words, documents will show Western backing of the Islamic Fundamentalists there - that Sahel are curently forced to deal with constantly. Traore is a big one, the West are just waiting to see how far he'll go. Luckily for the West, the Sahel states aren't as mineral rich as Congo, so we don't rely on them for too much.

French recolonisation efforts. With prisons opening in Guyana reminiscent of the old French 'Devil's Hole' prison, and their suppression of riots off some of their islands (I forgot which one - not Solomon islands, but it has a similar name) - France are back to play ball.

Probably continued Ukraine funding, but not to immediately start a war - first Western investors will complete their immensely lucrative plan of 'rebuilding' Ukraine, making good use of all the repealed labour laws, and obliterated left wing parties. Once that's been done, rinse and repeat, sacrifice East Ukraine to the meat grinder once again decades down the line.
Fun, fun, fun. Watch that space.
