Started tomatoes and peppers in my starter box a few weeks ago. Peppers are fine but the tomatoes not so much. Can anybody tell me what's going on here?

Fire retardant foam probably.
Where I grew up the closest neighbor was about 2km away, nearest town was 25k, nearest town with a decent grocery store was around 40km, and the nearest "city" was damn near 100km.
