by the 90s and 2000s, production had already started to massively shift to China due to lower wages and the US labour movement in the 70s. those who drive the GWOT are the bourgeoisie, who want access to new markets and ability to sell more in current ones such as weapons contractors. so, those who drive the war have very little to gain from attacking China, as they were the ones pumping all the money into China in the first place.
