Canonically hell is a democracy and heaven an absolute monarchy, so the art kind of checks out.
I don't think anybody voted for Satan. The Bible doesn't go into the politics of Hell lol
But didn't hell separate from heaven to avoid paying taxes?
They literally did, though. The War in Heaven that predates the Creation myth is supposed to be of an angelic rebellion, lead by an upstart Lucifer. All the rebel angels at his back choose to be there.
That sounds more like a polycule than a democracy.
I read somewhere that former Haitian dictator François Duvalier made a coup in hell and became the new Satan.
