The sale of arms to Israel is a huge stimulus to the American economy. Suddenly cutting that spending would be a blow to the US's economy, which might be part of why it is unappetizing in an election year.

Now, that isn't to say that the US govt couldn't simply redirect that money into other forms of economic stimulus. But that's more difficult, so that's my answer to your second question.
