I think the crux is that it says "healthy sexual development". I think "healthy" here is code for women who would still pass whatever delusional and misogynistic donut criteria they have but can still fulfill their pornstar fantasies, while at the same time denigrating virgins as undesirable. Who knows how or where they draw the line but doubtless they still have a line where women are judged for having too much "unhealthy" experience. Typical contradictory Nazi shit but helps in keeping women oppressed.
