Sure, but then your statement barely holds any weight.
There is a valid concern being brought here. Pulling funding out is a classic way the government pressures institutions into complying with anything. Sure, Harvard can do on its own, but the more funding is pulled out, the harder it will become to manage balances long-term and the more Harvard falls down the ratings, while other better-funded institutions take over.
Higher education spaces have always been the breeding ground for opposition, and this is good. People protesting unpopular decisions is one of the checks and balances of the democratic system, and this part is being aggressively bulldozed. This is authoritarianism and dismantling of the core democratic values of the American society - something conservatives must be concerned about.
