IIRC they found that it wasn't viable for the role it was designed for. There wasn't any catastrophic failures that I remember.

The version I remember is that it was meant to be a quiet way to have a moving elevated guard post. It wasn't quiet.

Not at all, the design was actually meant to make ski jumping safer. Unfortunately the ski federation wouldn't allow it.
