Oh my goodness, so the emperor really doesn't know what's going on with Ghorman. He's gonna be so disappointed.
I thought that line was the rebels using Cyril's perceived hatred of the ISB to gaslight him into thinking that by helping them, he is actually helping the Empire. There are probably rebels who hate the Empire, but love the Emperor though, lol.
