This does sound like a good step in the right direction.
I think a more community focused ethos might help, too. If kids are encouraged to think about the well being of the group over seeing themselves as atomized individuals they might be able to better protect each other and intercede in bullying. but that could go the other way, with the group ostracizing someone.
