Dune's backstory is that they made bots in the past but the bots tried to kill all humans (
) so that's why there are mentats and guild navigators because they don't have any computer smarter than a toaster left.
It's more that humans became overly reliant on their machines and there was almost a religious movement to overthrow that reliance. Later books retconned this into classic ai killbots
