It doesn't sounds so to me based on your description in the post.
Edit: no. The post doesn't really lean either way. But for allow-list to be most useful, you need some way to ensure only the account owner can log on. Either through Mojang auth or a plugin that requires typing a password.
im not knowledgeable on this, but the owner said there is username/password stuff and an auth system that makes it possible

I like the idea of mods, there are quite a few I'd be game for, but also Java edition is held together with kite string and mods absolutely tank performance for people on lower end systems. I'd be playing on my shitbox laptop. If we did a huge modpack, I wouldn't be able to play
Edit: Changed my vote, I'm pro modded now. Now that I've seen what the modpack is, I can vouch that it's lightweight and shouldn't really be too much more difficult to run than Vanilla+. It's on a new enough version to support sodium+lithium and all those guy's stuff, and most of the mods are client side and make no difference. I fully support modded now
owner mentioned she was running server-side mods that improve performance but idk how much that would help you. this is def something we will take into consideration. idk yet but i might make the requirement for it to be modded like 2/3 of the votes. ill have to discuss w the owner and other mods tho. i want it to be as inclusive as possible, but if a huge majority of ppl want it to be modded i think that’s the way we’ll go. im sorry
Understandable, listen to the voice of the people, I'll never shame you for that. What kinda mods are you thinking about running? If I knew a modpack and could test it out I'd be less worried, but if it's something like ATM a lot of people will be left out due to computer issues. If it's a low performance hit modpack, I'd love to play modded more than vanilla+ so I fully get it. The only factor determining my vote right now is not knowing the mod pack's performance

Not gonna weigh in on vanilla+ vs modded as I doubt I'll play much, but I really recommended using Terralith for the worldgen (it's server-side only so it's vanilla compatible and if you all decide on modded it also has compatibility with almost all major structure mods) as it's genuinely phenomenal:

I've never played Minecraft with multiple people on a server. Sounds interesting.
Much as I'd really enjoy some heavy mods, I think it's more important to stay accessible as possible to other hexbears.
I would prefer to join on a pirate client but I will need guidance on how to register with whatever auth mod we're using
mods sound fun but I can go either way.
Changing my vote, as much as i want a deeply modded experience, i think including as many comrades as possible should be priority
Yeah, like if they manage to keep the modpack lightweight enough, I'm totally down. I prefer the deeply modded experience, so my vote isn't coming from that preference. I don't think that the runners of the server will be able to make a pleasing modpack to everybody without making it unrunnable on weaker laptops. Nothing wrong with this, I don't want to make it seem like I'm saying anything bad about the people who would be running this server, because I think it's super cool that they're doing this in the first place and don't wanna sound like I'm trashing on them because I love them. It's just that they have so much they have to balance out, between all the different versions they could choose, the tons of mods that are extremely desirable but not performance friendly, but also the birth of Lithium and Sodium in future versions making that a possible route, albeit with a lot less mods. There's a lot they have to pick from doing a modpack. They don't just have to pick what mods they want, they have to pick between 3 different mod loaders with the benefits and downsides of them all, and all with different mods. While developing a Vanilla+ server would be much easier work. You could just grab plugins as you needed them, no deliberation on how it runs for other people or any of those issues.
I will also say this though, if I end up logging onto the modded server from my old-ish laptop and have no major performance issues, I'll totally eat my hat. If the people running this server manage to pull it off, I'd be super happy and impressed with a great low weight modpack I could play with other Hexbearers, sounds like the perfect gaming experience. Like if I didn't think it was just too much to ask of the great people running this server, my vote would probably be for modded, but I feel like an asshole requesting a lightweight modded experience with how poorly Minecraft is coded.

if only for compatibility. My only reservation with mods is whether they break forward compatibility significantly. But on the other hand, I'm not sure how much I care about forward compatibility.
