I don't even know if he believes this or not. I would have assumed he was getting off on bringing the force of the state down on a service worker who dared cross him, but can severe cop-brain really make you think this is a normal and reasonable thing everyone does when their order is wrong? Is it both?
Nobody thinks this is reasonable. I've literally never complained if my order at a fast food place has been wrong. If something is missing, I might go ask for it. Calling the pigs because they didn't cut your burger in half is fucking wild.
If you go to fuckin burger king and order some crazy shit like your burger cut in half, fuck you, i hope your order is wrong forever.
