with few notable exceptions, the academy has spent the last 50 years offloading its funding onto the federal government. the operating cash these institutions receive from their endowments and from state governments (in the case of publicly funded schools) goes almost exclusively to cover administrative bloat associated with the managerial university: Interim Deans of Student Engagement, Associate Dean of Institutional Research, etc etc. sinecures for the right people to attend meetings all day. also, these funds are often set aside for massive capital investments of the university: new real estate, new revenue generating buildings (housing), tenure tracked faculty positions are also "hard" funded, but they are required to bring in grants to "soft" fund any activity and hire personnel/grad students to support that activity.
actual lecturers, research staff, and community service functions are typically "soft" funded through grants.
and for those grants, the university takes a cut off the top. sometimes called "indirect" sometimes called "facilities and administration/F&A". so you're a junior faculty member at Brown who applies for a $100,000 2 year grant from the feds, and you are awarded this grant. it's to do research on campus for something important. guess how much Brown takes from that $100,000 before you can buy supplies, pay your staff, or whatever. $59,500%. blammo, you get $40,500 to pay your research staff and buy any materials associated (computers, special software, posters, whatever) over those 2 years. the rule of thumb for faculty is to bring in enough grant money such that the indirect cut taken off the top by the university meets or exceeds your salary/compensation package. faculty who do that are considered "rockstars" and complaints against them for ethical issues are memory holed.
in short: universities are completely dependent on the federal granting system, not just to get anything mission related done (education, research, service), but to even balance their own books. lots of universities have crazy high indirect/F&A rates. they do not give a shit about any ethical issues and will do whatever it takes to make sure the bags keep flowing onto campus.
My hunch is that they'll very quickly 100% bend the knee . Other Ivies have bent the knee already and the people in control at Ivies aren't the kind to be bold, brave, or fight fascists.
