Russians do this because its their terror. They fear the sudden bullet to the brain and think it will create fear in others. What is does it is create a resolve to defeat them. Something few russians understand because their version of it is fatalistic.

In this case, I would think the perpetrator has already received their drone strike. The surveillance drone operator likely didn't spend a long time before alerting FPV pilots.

In general... yes. Finding them later would be hard. If they survived the war, they'd likely escape unknown.
