Florida is actually ranked #22 in Pre-K to 12 and ranked #1 in higher education.
Part of that is because Florida colleges are cheaper on average, so more people go there. I no longer live there but some colleges offer cheaper out of state than many other states offer in state for masters and doctorate degrees.
They have a proclivity towards supporting Molag Bal's "Make Cyrodiil Great Again" agenda.
