Capitalism is not the only reason education is corrupted to be rote memorization. Authoritarians take control of the education system because it's the biggest enabler of the average person. Beware of anyone who doesn't want education. Capitalists are not the only concern.

The problem is that to plan for large scale disasters require large scale coordination across multiple counties/towns but Texas has a culture that doesn't like giving any single organization the jurisdiction and power to make those plans. Local governments are hamstrung by over zealous libertarians and state government has the power hungry predators who find innovative new ways to be corrupt.

Texas will always be a victim because the people think it's the way things should be.
