Bolivia's main advantage is that they get to play at altitude for their home games which is very difficult for the opposition who do not have adequate time to adapt to the altitude. At games in neutral or away grounds, this advantage does not exist. So I'm not expecting Bolivia to do well at Copa America. But anything can happen in football.
