What is the message here? Can someone ELI5?

This show looked interesting, so I started watching it. After the first episode, I was confused and frustrated. But, I really wanted to like it, so I watched the second episode. And the third. I should like this. I love Sci Fi. I love complex stories, there's a plot here somewhere, I can feel it! After the third episode, I gave up. Nothing made sense. I watched Blue Eye Samurai again, I enjoyed that despite it's flaws. I wanted to like this show, I really did. I just.... I'm missing something, but for the life of me I can't figure out what.

It's cheaper to pay the fines when accidents happen than it is to run the trains safely. Just the cost of doing business.
