You can get past Measurehead by

getting onto the roof of the Whirling-in-Rags, hopping over to the roof of Leo's guard post, and jumping into the Harbour.

It's a Savoir Faire skill check, so taking off the default Flare-cut Trousers slightly improve your success chances.
