Unlikely. Too much infrastructure relies on proprietary software that needs it. Half our banks still rely on z Architecture to support System 360 shit from the 1960s.

there's people out there who emulate and optimize 90s video games for free, surely somebody could pay a dev for some 60s hardware emulation...

I'm fairly sure emulators exist. IIRC the problem is lag. Yeah, your ATM is slow, but you can bet their day trading algorithms get dedicated hardware with gazillions of iops/second realtime.
