Langdon Winner's "Do Artifacts Have Politics?" (JSTOR open access link) written all the way back in 1980 should be mandatory reading, especially for these people. Even a bridge can be political.

There are these people who are trained to administer them and then use those assessments to gain specific information on what skills are behind so that individualized strategies can be applied to catch them up. These people are called teachers. They study applied sciences for at least half a decade before reaching the classroom and then continue to do professional development throughout their careers. You should give them a try.
