alright but what does this actually mean? "exchanges"? does that mean all trade? which restrictions? Are they dropping the EV tariffs?
It doesn't seem to have to do with trade/tariffs at all.
The article further specifies the exchanges they're talking about are "exchanges between the legislative bodies of China and Europe".
In recent years, exchanges between the legislative bodies of China and Europe had experienced some setbacks due to well-known reasons. Under the current circumstances, both sides believed that it was very important to strengthen dialogue and cooperation. We believe and expect that, with the comprehensive resumption of exchanges between the legislative bodies of China and Europe, mutual communication and understanding would deepen, injecting new momentum into the sustained, healthy and stable development of China-Europe relations, said Lin.
I found more information here. Previously, China had placed individual sanctions on several members of the European Parliament and their families, and Members of the European Parliament were restricted from meeting with members of the NPC and had strict guidelines placed on when they could meet officially with other Chinese government officials and on forming other "bilateral relations".
So basically a mutual diplomatic deescalation and defrosting rather than anything trade related, but still a good first step.
