They're trying to do 2 things;

Massively encourage filming outside of California, particularly in Texas and georgia, and soon, Florida.

They want to build Alcatraz right in the sf bay as a symbol of imperial power, proof that they can act without impunity.
They want to destroy the Californian economy as hard as they can, they see California as a worse threat than foreign powers.
California gets more money from outside the US than any other state, that's their target, at any cost.
I also see this as a move that increases U.S. isolationism. It will trigger reciprocal tariffs, and those will both bolster non-U.S. media production, but harm the U.S. film industry.
One of the U.S.’s greatest exports is its culture. Perhaps not great in a moral or any other objective measure, but the media the U.S. creates is one of its greatest sources of influence (read: soft power) in the world.
Isolating media and giving other nations room to grow is, well, fair play to them, but an unforced error. Another step in the direction of failed statehood.
I'm VERY glad they don't have anyone as efficient as Goebbles. Or the "Ministry for Public Enlightenment" would already be in full swing making propaganda films.
They don't want to save Hollywood, they want to control it. They can't control it if the studios shoot their films outside of the US.

Virtually every single film that comes from Hollywood has international components: from filming locations, to physical address, to CGI production.
This affects the entire industry.
But does so much stuff even come (or ultimately become finalized) in (greater) Hollywood anymore? It seems in recent years I'm reading Georgia (US state) or Canada or some such far more often than (one of the big Hollywood companies).
Can't someone make a stupid (and clearly declared) joke without people lecturing them about obvious stuff? 😫

We know exactly what you meant: that most entertainment comes from the US. Esp. all us (slightly older) non-Americans feel it. But this trend has been in decline in recent years/decades. You made an outdated joke.

for joking. Many people use /s
for jokes, which, always bugs me a bit, since there's a difference.
This reminds me of something Gail Collins wrote.
She said she went to the store to buy salad dressing, and it ended up taking her twenty minutes to choose one bottle from an aisle full of different brands.
When she got home she realized that she could have made salad dressing at home in five minutes.
When shortcuts take longer than the thing they are supposed to replace, they become useless.
I don't really see how this is comparable.

It takes less time to write something like "reference" or "joking" than it does to try and memorize the list.
You don't need to memorize the full list. Most of the tags make mnemonic sense.

sarcastic is a long word, whereas 'joke' is only four letters; that's two more than '/j.'
