Because Trump is a narcissist. The one thing an N like him does not do is forget a slight, ever. They're petty, and their egos are incredibly paper-thin. She made fun of him on TV, publicly, and that's enough for him to hate her for the rest of his life.
He picked a pet grudge to stoke to distract us all from the Epstein files.
Trump is one of the most easily one-guy'd people on the planet.

Twenty years ago she had Whoopi Goldberg's job on the TV women's talk-show, The View. During that time after a discussion about the (IIRC) Miss America Pageant she made some comments about what she thought of Donald Trump as a person. Like a canary in the coal mine he publicly lashed out at her and has never forgotten that slight. The only reason I remember this much is because that was when I first decided I adamantly disliked Donald Trump. His words at the time were the same level of viciousness and hostility that he is still known for today.
So anytime his (at the very least) massively creepy relationship with underaged girls and their physical appearance surfaces up, he picks a fight with Rosie?
Sounds like we should talk about it louder and get her some boxing lessons!

There is no process for it because it's not something you can do. But he'll just tell the state department to terminate her passports or whatever and refuse her entry to the country.
