It's pretty simple.
When your society values freedom and thinks it lacks it, and movies like "Blade Runner", "Robocop", "Total Recall" are popular, - then it has freedom.
When your society values freedom (in words) and thinks it definitely has it, and movies like those are considered funny, gross and stupid rebellion against authority, or at least not how it literally just is, while we now know better, - then it gets ass-raped.
A-and if many people were using their brains to evaluate Google and Facebook, we wouldn't have reached this stage because parallels are very easy to draw and such systems were the main threat of plenty of sci-fi.
A lot of the problems we have now seem to be due to people in Western democracies becoming complacent and taking their rights for granted. Fascism has surged so rapidly in part because people complacently treated it as some kind of aberration that could only happen in the first half of the 20th century, and assumed "we're better than that now."
Always wear non-descript long-sleeve black shirts. Loose fitting and easily moved in black pants. Non-descript black face-mask. Non-descript black safety sunglasses. Non-descript black gloves. Make sure tattoos or other identifying marks are covered. Never take off your mask. If you can, the best option is to thrift these options and buy them with cash.
Also, don't post your face on social media.
That's the hardest part, I guess.
There's also gait detection, so maybe wear something like platform shoes or tight pants? I'm not entirely sure how to counter that

Hypothetically speaking, one can put a pebble or small object in their shoe to force oneself to change their gate

That's easy to say, but it's also easy to forget to limp if you're focused on something else. Maybe you have to run from riot cops.

I think I've heard putting a rock in your shoe is effective, though obviously not comfortable.
Has anyone ever been successfully prosecuted based on gait?

Surely a white surgical facemask is more generic.
I feel like black is better at hiding detail. Women's slips are black vs white for example.
Black is traditional but someone will be in surgical blue
Temporary tattoos can help confound identification.

it's good to know that the US must be in fantastic shape that the FBI even has the resources to spend on this.
We are still a very rich country. We just choose to use that money on bombing brown people and arresting dissidents rather than ensuring we have good healthcare and educated citizens.
All this is going to do is drive the resistance underground and into guerrilla warfare tactics. When we can't peaceably voice our displeasure, our outrage, we'll take to less peaceful eays.
