No. But if catgirls were real it would be.
Catnip would be an easy new market to expand and currently there's no big moralism against using catnip, which makes me doubtful that it would be illegal. Only if an existing established capitalist is threatend by the increasing production of catnip.
But what if America declared a war on catnip
