You might be thinking preeminent. Penultimate means second to final (ultimate being final)

Fun fact, there's words all the way up to fifth to last! ultimate, penultimate, antepenultimate, preantepenultimate, propreantepenultimate

i learned it from the Series of Unfortunate Events books, the 12th one is called "The Penultimate Peril" and the 13th is "The End"
