I think there's the labor cost of washing them. Glass straws are too thin to be properly washed by a dishwasher like glasses, they need to be washed manually. Also they might be afraid people would steal them a lot more than glasses because it's way smaller

My first thought is breakage. Some drunk person ending up with a mouth full of glass shards sounds like a bad time.
