It isnt something they had built for him, its just something they had laying around and gave it to him.

There comes a point when a person, organization, or country is so obscenely wealthy that the normal human mind can't readily grasp just what that kind of wealth means. A normal person hears "bespoke private 747" and thinks "Wow! That's worth rather a lot!" An obscenely wealthy person thinks "Yeah, I'm pretty sure I've got a couple of those parked somewhere. I bet I could pack one full of listening devices and pass it off as a special gift."

I read they were going to have to tear it all the way down and basically rebuild it from scratch anyway just to have all the stuff he's too stupid to know about that AF1 needs to have.

He thinks it's got a toilet and a microwave it must be good to go. But hey, who can tell - maybe they fired all the people who know a damned thing and they'll just let him prance around on this monstrosity hoping it goes tits up over a great lake.

Yeah, it would have to be stripped down to the ribs not just to add all the comms, security, defense, and other systems, but also to assure there weren't any security vulnerabilities hiding somewhere. Hell, coming from a hostile foreign nation, I'd be suspicious of the flight management system and the "fasten seatbelts" lights!

That's because Trump is a Shark and the average Americans buying dolls for their children are Minnows.

Conservatism generally believes whoever is at the top of a hierarchy deserves it by virtue of being at the top of the hierarchy, so long as they believe that person got there by merit and hard work. Minnows should be happy to scrounge for scraps. Sharks deserve everything they can get because, according to the mythos, they know what to do with the power and can wield it much more effectively than that meddling government.
