For a nation with the money and manpower to actually build them. Not ones that can only afford to upcycle 5 fossils each decade with a new gun/missile silo and (maybe) coat of paint.

They might have had a second aircraft carrier by now if they'd finished the one left in Ukraine at the collapse in 91. But for better or worse they sold the hulk (and the plans) to China in '99. It's possible the Kuznetsov is in such a state because the sold the only copy of the plans

I think it's this one. Attacked twice, probably partially sunk in port.

I like to imagine at least one of these remaining ships probably doesn't even exist and is just a big embezzlement. It would be par for the course with Russia.

Lately they have decided to allocate a larger share of their fleet to protect the sea bed
By the size of the chart I think it's the black sea fleet and they can't bring any warships through the Bosporus during war time.
