I don't know when this place was built but, this exact theme is literally in Fallout 76. An underground shelter made to look like outside so that if they spend long times in the shelter they don't go stir crazy.

Fallout 76 is a video game from 2018, and certainly got its idea from Blast From the Past.

Kids these days just don't know that gem of a movie exists.

I love this. Look at the ceiling: tons of vents so it'll be nice and cool. I don't need the pole but it's really getting its aesthetic right.

Gotta be someone who lived/worked in the area and wanted a hidey-hole. You could wait out the initial chaos for however long it took (1 year? 5? 10?) before you came out and headed to your second, longer term spot up the Rocky mountains or whatever. When you have the money for a $5m bunker it just all becomes logistics of prepping and storage.

After TEOTWAWKI Vegas will probably empty out pretty quick without power or irrigation, it might be a nice safe spot to ride it out if you're prepared for it.

The funny thing about this is the assumption that land ownership matters in the event of the apocalypse. Having your fancy bunker location public is probably the wrong thing to do.
