So the IDF is going to put up a fence around Rafah to turn it into the world's largest cage so they can claim they're adhering to the terms of the proposal?
Or they will depopulate as much of Gaza as possible to minimize the “populated areas of Gaza” sq. mileage
I mean, they have already done that and it wouldn't be a stretch of the imagination for Israel to argue that Rafah, which is a mere 64 km², is the only populated part of Gaza and thus they're going to help themselves to the rest.
Notice that the specific wording very much leaves it open for Israel to put settlers into the unpopulated parts of Gaza.

We consider this American position and the reinforced conviction on the regional and international stage of the necessity to put an end to the war on Gaza to be the result of the legendary steadfastness of our struggling people and their brave resistance.
The movement reaffirms its readiness to engage positively and constructively with any proposal based on a permanent ceasefire, complete withdrawal from the Gaza Strip, reconstruction, the return of displaced persons to all their homes, and a serious prisoner exchange deal, provided the occupation declares its explicit commitment to this.

That's because this proposal is very close to what Hamas has been offering for months. And also why Israel doesn't seem to actually be accepting it.

In his speech, Biden said that Israel already agreed to it. If that prune actually pulls off a peace deal I might stop pissing on everyone's Biden Harris signs, at least during daylight hours. That's a joke, obviously. Literally no one near me has Biden Harris signs out
Problem is that Israel never follows the agreements made, for example the agreement in 2014 promised the opening of an airport in Gaza

Despite implying they like the plan, Israel's prime minister's office seems to very much disagree with what's implied:

From the BBC it sounds like hes already rejected it
Netanyahu releases statement A statement has just been released from Israeli Prime Minister Benjamin Netanyahu's office.
It says he has authorised the Israeli negotiating team to "present an outline" for achieving the release of all hostages.
However, the statements goes on to say the war in Gaza will not end until all goals - including the "elimination" of Hamas's armed wing and organisational capacities - are achieved.

Sounds like Biden just failed to mention phase 0: Let Israel finish genociding all palestinians

Can they have some backbone, like "if Israel doesn't agree to these terms we cut weapons sales and funding"?

Honestly it's getting increasingly weird that no one is acting. The USA being cowards I get, but Israel has just broken it's own treaty and occupied the Egyptian side of the buffer zone. I'm honestly shocked that the arab states have kept restraint.
The arab states are, ironically with the image created of them by the west, the civilized ones
It "gives the protestors what they want", making it sound like the empires idea, and bides time for Israel to recoup, while potentially deflating the movement.
Obviously I want an end, but Israel needs to leave, otherwise it's just a pause in death.

Are contradictory statements that are probably going to result in more Palestinians being murdered by Israeli Occupation Forces and being able to say, "We though the areas were not populated."
