It's like the same side of different coins.
I did my own research and apparently, these are either to make us more familiar with governmental drones and less suspicious because we see them all the time on the coins; or they are themselves drones, so called "nano drones". This is still open to debate but don't trust me, do your own research by watching this hour long video essay but watch it to the end unless you won't understand.
