As has been pointed out, this is grossly inaccurate. Fascism, in particular settler colonialism, always requires the perpetrators to see themselves as the aggrieved minority fighting against the 'hordes' of barbarians. Literally the Romans did the exact same thing, even as their slave markets glutted and arenas ran red with blood.
