There used to be a story how a Russian military base wasn't paying its bills so their electricity got cut, so the soldiers just went to the nuclear power plant nearby, occupied it and turned it back on.

No idea how true it is, and because of Ukraine, it's impossible to google this.

Yes there are and they are less than $200 for a full setup, these are the wire fed type you can get at a Harbor Freight.

The power supply is the trickiest part, but the low end welders only need a 20amp circuit, which is a typical power level that might serve a suburban bedroom. You would need a vehicle but even a couple of deep cycle lead-acid batteries and an converter/inverter would power several minutes of welding, more than enough as typical spot welds only require ~10 seconds of arc time.

There are portable power banks (generally known as power stations) that can put out that sort of power. 2.5-3kw is expensive, but not hideously.

You get batteries and inverter all in a portable package.

If we’re cobbling this together then we should just get a few lifepo4 12v 100ah for a couple hundred dollars. You could get 3 or 4: 1200 watt batteries for the price of one 1500 watt Jackery.

You can make a stuck welder with nothing but a couple pairs of vice grips thick wire (good old jumper cables), some stick electrodes and a couple car batteries in series.

I think the elecroboom guy did it on stage at a ted talk once.
