This is actually an important and overlooked healthcare right. However the bourgeois forces try their very best to abuse this.
A right to suicide can only be just if there is also a right to live. Under capitalist regimes, it inevitably becomes Aktion T4. 
Sunak wants to speedrun a Children of Men dystopia.
I wouldn’t read the book but the managed decline aspect is much more expounded on where film couldn’t fit it all in. The book has this feeling that all of society is in a midlife crisis with wealthy people basically indulging in esoteric hobbies and the government slowly withdrawing from cities as people die.
Extremely depressing and the novel ends with fascism being the only possible option during a crisis but it’s actually a good thing.
