Getting China to open up as a market and labor pool cemented the Sino-Soviet split and provided a way for the stagnating American economy to expand further while further breaking domestic labor and providing more cheap consumer goods to keep the public placated and passive. They just assumed it would naturally progress into China also becoming more vulnerable to subversion and a reactionary takeover that would enable it to be made into a client state like Japan or South Korea.
Just because they were cynical, scary monsters it doesn't mean they weren't also white supremacist capitalist ideologues who were fanatically confident in the divine superiority of their own system and who struggled to accurately gauge the strength and resolve of peoples they saw as inferior to themselves. I have this gut feeling that USAID and RF closing up shop is all part of a new game plan. The empire allows free speech when times are easy. It clamps when competition arises. In the past year, USAID has stopped making information of it's grants public. Therefore, the govt finds USAID to be too revealing.
Perhaps wrapping it all up means they can burn some documents in the process. Maybe it's that these outlets are too compromised - in the sense that it has become more common knowledge that USAID and especially RF are state propaganda outlets. In this new war against China, they need a clean slate and a redoubled effort. Both outlets began in response to the Soviets post war - RF in 1950, USAID in 1961. Now it's China.
I will add an extra layer of lizard brained conspiracy to this - there are document declassification windows in the US. At 25 years, its easy enough to reclassify it. At 50 years, exceptions can still be made. At 75 years, you have to have a very fucking good reason.

I'm as surprised as anyone that there hasn't been any sign of a swift backlash to these efforts behind closed doors, but I fear this gives our enemies too much credit. As others have commented, the Republican party is now controlled by people who have been steeped in the paranoid conspiratorial ideology fostered by past generations of conservative leadership in the hopes of maintaining a pliant base. They actually believe the absurd, ahistorical, contradictory things they say. I think it's more likely the doddering remnants of the old guard are too complacent, too accustomed to having their way with things, to react quickly enough to maintain this propaganda apparatus.

Which I think is true in the sense that it's openly government funded. How is RFA, RFE, VOA, etc. useful at all compared to a podcast or some other kind of "independent" media outlet with way less obvious funding sources? I imagine they get more bang for their buck from funding media that appears grassroots. People get news by watching YouTube, looking at social media, etc. and there are other organizations that are way better at that stuff than RFA, etc. And the actual stories that those channels talk about can be written by mainstream western media outlets or US government aligned local outlets in other countries. Why does it need to be RFA specifically? Maybe I'm not familiar with the role of RFA compared to other outlets.
They might as well just get rid of the whole USAGM ecosystem and spend the money paying other outlets to do the propaganda-making they do instead, or spend the money more covertly.
