It does sound a little like a Nick Mullen moment but that's definitely not what he meant lol. I'm not Venezuelan, but I'm a Spanish speaker from latam and I've almost never heard anyone use "homo" to mean gay by itself. He was just using it in the taxonomical sense. Not to mention that Maduro is pretty pro-LGBTQ and has wanted to push a more inclusive line in Venezuela but has, if anything, been held back by the rest of the party.

There was a long and huge campaign promoted by George Bush and Obama against Venezuela and Chávez using LGBTQ+ groups and NGOs. I don't believe Chávez was homophobic, but he simply didn't do much to help or improve the situation of LGBTQ+ people, and the abuses of the police and some of the more reactionary and conservative Chavista politicians continued with homophobic policies.

Then, when Maduro was elected, things changed for the better. Maduro, personally, is pro-LGBTQ+ and started pushing for more LGBTQ+ policies within the PSUV. A few days before Guaido's attempted legislative coup, Maduro met with LGBTQ+ groups and promised to promote same-sex marriage, adoption and the protection of LGBTQ+ people. But then Guaido fucked up and the attempt to reform the constitution was suspended due to the political instability at the time. And as soon as Maduro accepted LGBTQ+ people into government, the US stopped sending funding to NGOs.

Almost no one uses homo as a slur in spanish or portuguese, in this case Homo literally just comes from Homo Sapiens. Some people (Gusanos who mostly are racist and LGBTQphobic themselfs) claim that Maduro called Milei a homophobic slur recently, but he just called Milei a Pendejo, Asqueroso, Neonazi and Sociopath.

It was well intentioned, and I think most people reading his comment in context will probably be OK with it. But I think it's also one of those things that may be linguistically clever and technically not a slur but also just massively unwise. Like referring to a politician known for their spending cuts as "removedrdly". There's just better synonyms out there that aren't going to cause a media shitstorm.

Update, I hadn't realized that would be filtered out here. In any case I'm referring to a synonym of miserly. Just look at the list of synonyms for the obvious problem one.

I don't mean to shield him from all criticism, and seeing as I'm cishet I'm sure it could be my own blind spot, but I seriously doubt that he was trying to do some kind of homophobic wordplay. We almost never use "homo" by itself to talk about gay people in Spanish. Maduro is relatively pro-LGBTQ and has historically been to the left of his party and the country as a whole on queer issues. I think there's a bit of danger in mapping English connotations of latin words to the same latin words being used in another language, because the connotations really aren't the same.
